This report describes the work of Ernestine Jones and the Center for the Study of Social Policy (CSSP) to better understand state and local initiatives to reduce the number of children of color removed from their families and placed in foster care, reduce te length of time a child of color remains in foster care, and generally improve their outcomes. The report reviews the work of ten jurisdictions committed to reducing racial disproportionality and disparity in their child welfare service, and to use the experience of these jurisdictions to give guidance to others in the field. The report offers data, approaches and strategies implemented by the jurisdictions, and identifies future areas for progress.
